Commissioners, Imperial’s Leyland discuss waste agency

Imperial City Clerk Jo Leyland met with the Chase County Commissioners Nov. 12 to discuss the Southwest Solid Waste Agency.
    While Leyland said she couldn’t speak for the city council, she did provide details on the labor the city provides for the facility and answered the commissioners’ questions.
    The county has said it is prepared to get out of the SWA agreement, but the process hit some bumps along the way.
    Leyland said in her understanding, the biggest issues are the county’s use of the  construction and demo site and distribution of SWA money.
    The city offered a 10-year contract for the use of the dump for all county residents.
    “And that’s a continuing thing?” commissioner Jacci Brown asked.
    “I don’t think that part is a problem at all,” Leyland replied. When County Attorney Arlan Wine added that the county doesn’t expect the city to keep the dump open forever, Leyland said, the city may not have that ability.
